The 4th International Operations Research Society of East Africa (ORSEA) Conference

Call for Papers
Operations Research Society of Eastern Africa (ORSEA) wishes to invite all Operations Research specialists, academicians, practitioners, and students interested in and/or using any of the branches of operations research to participate at the conference and to present papers. The conference will be held in Nairobi, Kenya on 23rd and 24th October 2008.

ORSEA aims at promoting the development of Operations Research in the Eastern Africa region. Currently, the society has three country chapters: Kenya, Tanzania and Uganda. The School of Business, University of Nairobi, is one of the oldest business schools in the region and boasts of having produced leading managers, professionals and academicians in the region. The school offers programs at undergraduate, masters and doctorate levels. The programmes are offered though full-time, part-time and distance-learning modes.
Theme and Sub Themes
The theme of the conference is: The Role of Operations Research in Public and Private Sector Management.
Abstracts for papers on application/ use of OR may be submitted in but not limited to any of the following areas
Health Care Management
Urban Transportation management
Security/ conflict management
Education Management
Environment and Natural Resource Management
Financial Services Management
Agriculture and Veterinary Services
Infrastructure development
Disaster Management
Operations management and Supply Chain Management
Software/Modelware for OR
Language
The conference will be conducted in English. Therefore, abstracts should be written in English.

30th September 2008 — Notification of Acceptance Papers
10th October 2008 — Full Paper Submission
10th October 2008 — Deadline for confirmation of attendance
Submission of Abstracts/papers
The abstracts and papers should be submitted as email attachments in MS Word or PDF format as e-mail attachments to orsea@uonbi.ac.ke.
Registration
The registration fee for the conference is US$ 200 inclusive of refreshments, lunch for the 2 days and conference materials. Delegates from Africa will pay a subsidized rate of US$ 50 as part of a strategy to promote OR awareness in Africa.
Venue & Accommodation
The conference will be held at the Utalii Hotel. It is situated 8Kms from City Centre Nairobi and 24 Km from the Jomo Kenyatta International Airport.

The choice of the venue was made to provide for a range of facilities at different reasonable rates. Bed and Breakfast rates range from USD 45 (Single rooms) to USD 100 per night (Full Board Ensuit). Delegates are advised to indicate on the registration form their accommodation preferences so that early bookings can be made.
Transport
Delegates will have to make their own travel arrangements to Nairobi – Kenya. Conference organisers will arrange to receive all delegates at the airport or bus terminal upon prior receipt of travel arrangements. Further details will be communicated through invitation letters.

Information and Application for Waivers
A limited number of delegates from Africa who will be presenting papers may be considered for waivers of registration fees and assistance with accommodation. However, the decision will very much depend on the quality of the papers and available resources.

Previous Conferences
To date, the society has successfully organized three conferences. The first conference was hosted by the Kenya Chapter in September 2003 at the Kenya College of Communications Technology.
The Tanzania Chapter hosted the second conference in November 2006 at the Golden Tulip Hotel http://www.tanzaniaports.com/
The third conference was held in Uganda in August 2006, hosted by the Uganda Chapter at the Imperial Beach Resort. http://www.mubs.ac.ug/old/orsea.php
These conferences have benefited from the generous support of the Association of Operations Research Societies of Europe (EURO), the International Federation of Operations Research Societies (IFORS), the Tanzanian Harbours Authority, The Faculty of Commerce and Management, University of Dar es Salaam, The School of Business, University of Nairobi and the Makerere University Business School (MUBS) – Uganda among others.
