ANALYSIS OF E-REDINESS FOR THE IMPLEMENTATION OF E-GOVERNMENT IN DEVELOPING COUNTRIES (ACASE STUDY OF KENYA)

Abstract E-government could be a very useful tool to the big task of provision of services by governments to their citizenry. From this understanding many governments are adopting use ofICTs in service delivery. Developing countries are having problems in delivering basic services to their citizens and they get themselves into a dilemma of whether to invest in lCTs or the basic goods and services like health and food. That makes it necessary for the policy makers of these countries to analyse all the competing investment projects. This project set out to develop a framework that could be used by these policy makers to assess their country's stage of electronic government and take cognisance of parameters (indicators) that need to be developed or put in place first. This will no doubt avoid careless (non-priority) investments.
